It may well be that in preparation to review offers with the seller, the listing agent just wanted to know whether the OP was in or out, since the offer was no longer valid. 

Our first rental we completely redid the inside (kitchen, flooring, bathroom, added a natural gas fireplace, paint, etc...) and choose not to replace the original 1960 windows.

Save yourself some gas and frustration.

That is a very common and honestly valid question.

Only way to identify the validity of a MF deal without any background on the property is intense market knowledge.

There is no explanation, cost sheets, whatever.No one gets a breakdown of gas prices, toll fares, FDA inspections, water costs, tax rates, and all of that when the cost of hamburger goes up.

Seniors live on a fixed income and the only valid reason would be medical expenses which they can always avoid paying the 20% Medicare doesn’t pay and leave it for collection.
