If I did have that persistently I would reconsider, but it has not been a problem for my tenants.

I would reconsider sharing this tenant's (or any tenant's) payment status with another tenant or anyone who doesn't need to know.

If there aren’t any quality PMs in the area and the tenant base is as bad as it sounds like it is, I hate to say it but you might want to reconsider keeping that property as going through PMs and tenants like you have been can’t be profitable, turnovers and bad PMs will suck you dry.

I’m re-considering buying in California also because of Proposition 13 - our property taxes go up 2% a year unless we do significant renovation or sell (the buyer pays the tax on reassessed value).
