In the letter to the tenant:  include a demand for compliance with the CDC mandate:"Covered persons must now provide their housing provider with a copy of a signed declaration form stating that they meet the requirements to be a “covered person.”

So instead of an estimate of utilities, they list the exact amount and sign legally a declaration stating it is truthful.Years ago, the utility companies would provide this, but most no longer share this due to privacy concerns.

I had thought once the national moratorium was declared by the TX court to be unconstitutional it would prevent another national extension, followed by states, but none of this was the case.
