Wondering if anyone has ever weighed the pros & cons of adding an additional unit to a 4-plex?

It has been partially demolished and they are adding a host of unsightly industrial bldgs comparable to an Oil Refinery.  

Have the improvements done before you take title so they can be added to the purchase price.2.

*Or is the only way to achieve this is to provide additional value added activities other than the typical cottage appeal/attractions?
