It seems to me, with these laws, that property managers / land lords, will be less likely to give anyone a break or show a kindness.

That way you can legally negotiate all kinds of fee structures with other operators.Second option would be to just go ahead and do your own deal.

West is pretty affluent and finding those kind of deals are true needles in the haystack.
