Since, most local trash collectors will not pick up construction debris (defined differently by each locality), we have found that sometimes savings can be realized by discontinuing trash service during rehabs, sales, or prolonged vacancies.

You can estimate expenses using criteria you learn around this site - just remember that in bigger bldgs major components - boilers, elevators..are costly items.

The property is in "Tear Down Condition" so I'm assuming I have to do something with it along those lines.The area is definately a lower income/value area ,but is somewhat close to a neighborhood of high priced homes.The lot will be something like $500-$1000 at maximum with a home on the location.

Any legislation that exists...California having the only one that I am aware of that defines rent skimming and was probably put into place due to pressure from the lending industry...i am sure is directed at the big fish who have huge multi family units who stop paying their mortgage and keep collecting rents...the money was originally lent to these people based on the projected rental income.
