I also stated back then that I thought the EM would be found to be a violation of property rights and contract law and perhaps be found to be unconstitutional. 

It's called the law of unintended consequences and law makers do this all the time trying to regulate businesses they don't understand.

My husband has become extremely stressed and disheartened by the situation, to the point where he no longer wants to work with this partner or on the property.The property is divided into two units: the main unit is nearly complete, but the mother-in-law unit is still under construction.

I can see the arguments from both sides and am curious to hear how others might adapt their business practices if such a law is enacted in your state.Interestingly, South Carolina just implemented a similar requirement last week, and it seems like more states may follow suit soon.What are your thoughts!

Every city, county, state is different, even when the laws are often the same. 

I've heard of similar laws in a couple areas.

You have some experience, but that's not equivalent to a professional property manager that is always current on the laws, insured, with experience managing 400 rentals.
