Whereas Wesley is using the word more along the lines of “sending this to a company that specializes in extracting payments on judgments”.Just different possible uses for the same word.

If you want to extract the optimal value out of your current portfolio self-managing may be a better route, assuming you have the skills for it. 

We literally discard any leads that owe too much on mortgage ( I know there is something called creative investing where you can still extract a deal out of such leads... but why would we.... there are soo many we can cherry pick).So we scrub all the leads that are "no good".
