Committees were formed, studies conducted, politicians made speeches, volunteers signed up, churches prayed and the private sector as well as municipalities pledged support to end poverty and expand opportunities.

I do PPC, but I had very little budget, and a specific farm area, I would find the local watering hole - the bbq joint, greasy spoon, or church.
