I would get the credit( based on written estimate) and leave out the 15% cause that will entice the seller to have the repairs done and for the cheapest possible amount.

Don't be enticed by the low entry point.

That point mixed with the owner carrying a large portion at a low rate makes the (potential) deal  seem very enticing.

When they are that expensive, they often entice new renters just to fill up so that's possible.  

Cold calling / skip tracing can be enticing because it is cheaper.

The main problem I have with all the incorrect use of cap rates is that too many people use them on the forum to entice novices to buy their properties by making them think a 12% cap rate makes a property profitable. 

These tax incentives make living and working in Puerto Rico an enticing prospect for businesses and investors.

The listing agent will be more enticed to double pop a deal rather working for only the seller.  

I honestly though I would split meters make them pay water and then offer free washing in the back just to entice people.
