A pre-ordinance (built before July 8, 1957) residential building or building of mixed residential occupancy, not complying with the requirements in force and applicable to the building at the time of its conversion, may be altered so as to legalize one dwelling unit, in addition to the number of dwelling units originally authorized, providing that said unit was determined by the office of the zoning administrator or the zoning board of appeals to have existed prior to July 8, 1957, and provided such building complies with the other provisions of this chapter.

My lease does state they can’t alter the premises with out my permission too.  

@Ethan Ray @scott trench mentions this in his book Set for Life, actually.My wife and I haven’t altered deductibles like this, but we’ve also owned primary and rentals for 5/6 years like you have.

Hind site being 20/20 I guarantee any gift I left for what turned out to be a bad tenant would never have been appreciated or altered the outcome of our relationship in any way. 

It sounds to me like the reason she wants you to send the form to her, and not to the agency directly, is because she intends to alter the form after you've given it to her and before it goes to the agency. 

You can't comingle your funds or use as an alter-ego.
