No matter who's responsible for supplying the unit I'd install it myself or make sure whoever does knows proper procedures.

"Government backed loans" are shorted every day for no where near the full balance, and have some of the better short sale procedures.  

But Florida procedures are a little different.

You should also check the security deposit in the lease against the rent roll and inquire as to any utility bill-back procedures and see if that matches up. 

For me, I see alot of Mandatory, rules, regulations and procedures that must be followed by both the Servicer/Lender as well as the homeowner under both programs.

And what is the procedure?

There should be remediation procedures recommended in there by the environmental who completed the report.
