But as i was doing that project I new I would refi and cash out but the house was so bad that new siding, new roof, new windows and a complete refreshed interior was going to increase its value dramatically.

You also need to pick finishes that are durable and not too expensive, and easy to rehab/repaint/refresh between tenants.
