Even if it was, I would feel a bit uneasy putting every penny of it into the project and not having some kind of reserve/emergency fund should I need it.

I felt uneasy about even thinking of going that route so I'll definitely hold off and let it pass while I move my operation to North Carolina.

I just don't see any other way other than her putting the bill in her name and all three tenants simply paying her (which would be great, but seems to make her most uneasy).

This guy is a bigger developer but is highly leveraged, which makes me uneasy for the long term.

Especially if you've met her in-person and feel uneasy/don't think she'd be a good fit, then I would say you should look through your other applications.

Once they get around 2.5 to 3 weeks late I get a bit uneasy... not that they are unwilling to pay the late fees, but at some point they won't be able to get caught up, since they clearly aren't good at managing money.
