The plan includes high-yield activities such as property flips and strategic acquisitions to provide liquidity and generate returns.

The main reason is people get massively stressed and fear a multi-million dollar settlement and so agree to settle for a few hundred Thousand dollars.

Understand you have great equity position but it is expensive, but more importantly  takes a lot of time and very distracting from other money making activities to foreclose.
