UPDATE:  Just chatted with the city and learned that variances have a high threshold for approval.  

If you will be multiple places chat with an attorney to see if one is most beneficial protection wise, you'll need to register that LLC in the other operating states as a foreign LLC doing business there. 

I’ve had most luck with signs in front of my plaza and word of mouth - networking at Chamber of Commerce and chatting with other business owners in the area.
