Let's cut to the chase:  "A tenant is obligated to follow HOA rules, as they are considered residents of the community and must abide by the same restrictions as homeowners, even though they do not own the property; the landlord is responsible for ensuring their tenants understand and comply with the HOA rules. 

At the price point you qualify for, I'd be looking at a more landlord friendly state with more approachable price points.

Currently the other unit is empty and wasn't sure how to handle the taxes regarding this, so I am looking for refences of an accountant in the Phoenix Metro who does house hack taxes.If you have any other pieces of advice or wisdom for landlord and tenant rights it would be greatly appreciated. 

They could make legal arguments about hardship and/or off-sets for non-compliance by landlord, but this would require posting rent or coming even with rent.

Once an isdue is resolved, another one ruses…it seems a landlord’s job is never done.

You could also buy from an existing landlord that has a section 8 tenant.

Is it realistic to ask for and expect to get at least 2 landlord references and 2 tenant references (current clients) if I am a " small time" landlord with one property, not multiple units?

There are dozens of problems you can face as a landlord, and I feel it's important to have a plan for all of them.
