ALWAYS verify the unit count and Certificate of Occupancy with the AHJ (Authority having Jurisdiction) BEFORE purchase.

I wouldn't focus singularly on individual city initiatives/projects and would recommend focusing more on fundamentals.

I am a highly motivated individual, however, and I'm dedicated to getting into real estate investing.  

They view each loan individually and have been lending to me even though I only work my W-2 on a limited part time basis.

Many lenders won't allow you to sell or refinance the properties individually if you have these on a blanket mortgage.

I personally spend about 50K a year in masterminds and always get my money back just through network of individuals you get access to.

If they were separately metered, each tenant would pay the $116.50 base fees and their individual use, which would be 3x higher than what they pay when sharing a meter.There are many options, but don't make it more complicated than it needs to be.

They cannot continue a lawsuit on your behalf if you have not authorized it.I would send them a short demand:"You have five business days to stop the lawsuit and turn over all documents, funds, and anything else pertaining to my property.

You have a far better chance trying to sell to an individual than targeting hedge funds.
