I was planning on doing on the following:-Paint all rooms, ideas for colors would be great-Paint cabinets, replace cabinet handles-Cover countertop with self adhensive granite laminate sheets-Tile glaze bathroom-Replace door hardware hinges and locks-Upgrade lighting fixtures and install dimmers and speed controller for fans-Screen or refinish hardwood floors underneath carpet-Install luxury plank flooring for kitchen-Replace filters, install smoke alarms in every room

But unless the floor is totally destroyed - bathroom floors should be waterproof so usually you are just talking about subfloor damage under the toilet and/or damage to drywall underneath the toilet if upstairs - who is going to be able to prove that the tenant didn't just sit on it as a normal person and it cracked? 

If the soil is good and you want to place houses there, I would approach the power company and see if they will move the lines. 

Best not to get too greedy and potentially soil future business.

In his personal business he works underneath a GC who allows him to operate under his license, but the finance company requires the GC has 5 builds under his/her belt since 2012.

Soils below the uncontrolled fill were moisture sensitive, highly compressive soils down to refusal at depths of 45-67 feet.
