@Adam St James,I'm just beginning to explore this.For now, I'm thinking it should be roughly similar to the basic fix-and-flip strategy, with the addition of the Contract for Title (in lieu of lease-option) to compensate for the inability to rent out a unit.So, I'd be looking at units I can acquire below market needing minimal repairs to more extensive restoration.

And if I refinance now, can I seek restoration of (partial) entitlement prior to selling the condo?

Most lenders will lend you 80%-90% of the purchase price at closing plus the will hold in escrow up to 100% of the rehab funds and release those funds to you as you complete the restoration and provide them with invoices.   

But now I have to restore my 25% below market rents to market in 10% annual increments to restore my property value.
