Based on your criteria and on the quality you want to to the rehab, you can just GUESStimate on the thing you consider need to make sense,  than make an offer based on that, get a few days inspection contingency and go to the premises, double check and also if you can ask for sellers disclosure..

When buying property out of state, since you are essentially earning income in that state are you then required to to file taxes in that state as well as your own ?
