But we didn't know that there was an entire counterculture in America refusing to play along with the dominant cultural narrative this country: work hard, spend hard, live broke, die broke.

If the dilemma is bigger than simple then I find a way to make it right for all parties.Another comment- It is very easy to see low income students as victims that need saving, but for the most part there are way too many problems that need solving down to the main root problem which to me is familial culture and environment.

What are the tenant risks - tenant class, local employment opportunities, local culture? 

Some blue state guys on here get apoplexy about the idea of not pulling a permit, but they're indoctrinated that way by their culture. :) The truth is, inspectors don't know span charts any better than a good framer does.

118units would already have a culture among tenants so if you wish to change that, it's going to take a few years.
