Bottom line will be number of piers required, how many external piers (accessed by digging from outside house along the foundation perimeter), internal piers (accessed by cutting into the slab from inside the house..don't be scared lol), the cost, and the warranty.

With that being said, if the power lines are large and within a relatively close distance, they'll probably be marked as an external obsolescence by an appraiser.

By being in a condo association, you should have some advantages if they are responsible for external items (roof, driveway/parking lot, etc.) but you will still have internal items.
