Come up with your own "rule of thumb" based on your criteria and your market(s).1%, 2%, 50%, rules don't, and shouldn't apply to REI...they should apply to milk...as in,1% = Milk only a mother would love.2% = Milk that is growing in popularity50% = the increase per year in the number of people drinking 2% milk (I'm told this)

@Jared SutherlandTo the best of my knowledge, you have a few choices, none really great) to address a popcorn ceiling (and asbestos notwithstanding):1) Tear it down and re-rock (tape, spackle, etc)2) rock with 1/4" board right over it.3) There are commercial sanders to sand it all down (so you get lots of dust but don't need to hand board)4) you "skim" coat the crap out of your ceiling..Also, to remove asbestos I think you legally need to use an EPA certified Contractor.

Another option is to leave the popcorn ceiling in place and skim coat it with joint compound.
