Hey @Denise Frazier, I'd second what Jeremy said above . . . fish from the contractor pool in Knoxville (I sure hope they won't refuse to work there), or clean it up and wholetail it (wholesaling, but to a retail end user via the MLS usually).

Thanks David and yes he is right: I think you will get really more good advice on here... but unfortunately we are fishing at this point... as there are a lot of moving parts and someone that knows what they are doing should take lead on this: someone that can help you ask the right questions of the city, building and safety and to go onsite and see what you are working with.
