Unless you just want someone with no construction education/knowledge, this number probably won't work.Suggest you contact a bank that does construction loans and ask how much they charge for inspections before approving a draw.10+ years ago, the charge was around $100.

Owner financing is always a great option it is just a matter of education, if you can explain to them the benefits and lay out in a simple to see way how much more money they will make in the long run, you would be surprised at the terms people will agree too.

My recommendation for anyone is to educate yourself, whether its Hawaii or elsewhere, because if you are aware of how STRs are regulated in Hawaii, this is far easier said that done.
