Problem is we have a bad apple of a Governor so he'd probably squash the bill if it comes to him. 

Probably not the most unbiased forum online, but which concerns should I give weight to and which could be chalked up to my dad's uncle's lack of preparedness/management/bad apples/etc?

It's a not a surefire solution given that you want to focus on "C-Class" renters, but it helps me weed out a lot of the bad apples right from the start.Other than that, like other people are saying, there are things you can do to raise your capital reserves, like pet fee/pet rent and requiring direct deposit.

Zillow (and Offerpad, and Opendoor, and the other iBuyers) have taken a big bite out the apple here in the Phoenix market.

There is/was also a taller apple tree between the maples and orange.

So I know the Apple complex should be starting construction somewhat soon, and that it'll be probably a 2-ish year construction time frame. 

The city took the rap for the bad apples in particular areas.
