THE ONLY CAUSE OF A PLUMBING BACKUP THAT  WOULD BE LANDLORD'S RESPONSIBILITY WOULD BE BROKEN DRAIN PIPES (which would include actual breaks, tree roots in the drains, and similar items).

In Georgia, it's not required to have a permit to remove a tree on residential property, but this tree is very close to the house and may have roots underneath it.
