The valve is in a plastic bay above and behind the washer, the drain hose also goes into the drain through the bay.

Your first place to start is by changing out the shower heads and toilets to low flow versions, adding aerators to the sink faucets and locking the outdoor hose bibs to prevent car washing.I don't know what water rates are in San Diego, but those numbers are much higher than I would underwrite for here in Los Angeles, and they are as much as five times what the stabilized water use is.

As an observation, if the lender needs to lend a minimum of $93k to avoid the "high costs mtg", which is a problem for Them, not you...this means you are getting hosed on fees and costs, since they need to lend $93k to avoid it due to Their fees.....find a better lender.

One thing that I liked was I looked at a group of homes in Hattisburg that were all section 8.. this guy built them with concrete floors.. stainless cabinets concrete counters and block walls.. with a drain in the middle of the living room and bathroom.. he did a turn over with a high pressure hose.. fairly indestructible..

There are valid reasons to choose any of the above options, depending on how long you plan to have the loan for.Now $4500 to $6300 sounds really high, which leads me to believe that either you would be paying points, that those include escrows and prepaids, or that you are getting hosed.
