In that type of case you should almost certainly have a sump pump with battery backup and a perimeter drainage system inside the house, since excavating to the toe of the foundation from the outside will likely be impossible and may not be able to solve the problem of high water table around the house (in these kinds of situations a finished basement is a bad idea anyway, but you have what you have).

Check under sinks for any water leaks, change filters, check smoke detector batteries, check for bug problems/pest controk, and perform any preventative maintenance
