A simple structure that just needs paint might be ok.

It's in fair shape, and I'm concerned that if I spend the money to rehab it, I may not get my money back out of it.I've also considered painting over everything a white or neutral color and painting the tub.  

Impossible, try couple dozen, plus paintings, plus vices, plus couple tens of thousand in credit card bills.

He has left and we have had it professionally cleaned, replaced carpeting and painted walls and it's better but still smells stale.
