@Paul M. i saw on an older thread that they have the capability to "freeze" the account that was setup for the tenant via a request from the landlord.

You also don't want to compound your problems by having pipes freeze or other issues that you can prevent.  

However if they don’t then shutting off utilities will cause pipes to freeze and all other issues??

The husband, (who isn`t on the lease) tried to file a claim on my renters insurance, which was denied because I could not be held liable for a existential forces freezing the pipe.
