I'm in the process of splitting the utilities in my first house but having issues getting electrical Parts but should be coming soon .should I wait for the utilities to be split in my first house before I buy my second property?

I'm glad you brought this up because these kind of issues of wear and tear on  electrical, Hvac, plumbing, etc are not necessarily structural. 

My son & daughter were helping us "onsite" with plumbing at 10 years old and my son chose electrical.

This contractor will take me from gutted house to ready-for-drywall (reframing, new siding, finished basement, new siding, new roof, new plumbing, new electric, new HVAC), at which point I will take over and complete the internals with my team. 

Something like: when the foundation is finished, the framing, electric and plumbing are in, roofing and siding, etc   They will usually hold back 20% or so until the house actually has cleared all permits including the final permit of occupancy.
