Most importantly:It created a pathway to phase out the massive subsidies FEMA has been giving to the owners of properties in repetitive flood zones;It required new mapping with the effect of classifying more property as flood-prone, expanding the risk pool;And because maps cover broad areas an not specific parcels it better codified the process of contesting flood-zone designation through Elevation Certificates.As soon as the subsidies started being phased out, there was a ruckus because the rates went sky high.

Perhaps what I am missing is a separate right to "contest" the sale itself, which may be the 2 year contestability period for all property you are mentioning?

I think there are a few places that hold them for a couple years to get rid of the redemption /contest issue and then resale them either at auction or on the struck off list.So you want to know what is the situation, before you immediately begin fixing the house.

@Quinton Slay,It sounds to me like she really doubts you, so with that, I personally wouldn't buy real estate  (or any large, legal contract) with someone who doubts me, b/c then you'll be in a contest to see who was right, which sounds like a relationship crapshoot!
