Getting a HELOC first as a distinct transaction will of course take time, which is why I had to "assume" that rates will just remain exactly flat.Of course rates could drop 0.75% between now and when the HELOC is hypothetically done, washing out that 0.375%, but that's unknown and unknowable.

With enough space downstairs for a wash/dryer the whole building can pay to use (miscellaneous cash flow).Spoke to my bank (Chase) about doing a 203K loan for rehab, they don’t provide that but do FHA loan at 6.3% with PMI.

The cheaper one for argument sake would be more rural so a lower rental price for longer commutes.Insurance I agree would be less on the $1200 house.Taxes could be a wash or even higher for the rural one depending on the town, schools, and businesses, but generally I think you're right on that one.Capex would be identical due to identical finishes and identical tenants unless if you have cheaper labor in the rural area.Property management could be less if it's based on rent, but with the location being more rural, the prop management company might charge more.

I'll end up paying a small vig to VISA on the conversion but the amounts are so small I consider it a wash for the gain of a US credit history.I also use it when traveling or for the occasional larger USD expenses.
