We have central heating, lighting for common areas for a multistory building, and found out gas and electric faced a cutoff as the HOA is months behind in paying bills.

Several discounted stores but I would not waist my time and gas money.Home Depot and Lowes have discounted items all the time that will completely do your job.Ask the Manager on Duty where the discounted items are .Most torn bags of tile cement are 50% off. 

I’m just starting my real estate journey and I have this burning question that I can’t figure out.How do you know or decide whether you or the tenant will pay the utilities (water/sewage, electricity, gas, garbage)?

It has a laundry room that is set up for four washers and four dryers on natural gas but not populated with machines.it serves 16 units in a very isolated rural community.  

Despite wind energy’s appeal — it produces no greenhouse gas emissions and has a minimal environmental footprint — it hasn’t made progress in California.

I'd go there and remove the electric meter, shut off the gas, shut off the water. 

See if they have any referrals on contractors they know who do this type of work depending on what you need to put in (i.e. electrical, plumbing, gas, etc).

A good lawnmower (gas or electric) is about $400. 

That is the only thing I could see that would raise an issue because I thought I remember in the past that they would make you pull the stove and cap the gas in those illegal types of units.
