I've even had inspectors tell us to make unnecessary repairs in their "opinion" until we got a licensed architect involved to correct them.100% agree with all of this, especially the part about NOT bringing in the city inspector. 9 times out of 10 they'll make things much, much worse by some combo of shutting down the job, fining you, demanding some crazy "fixes", documenting site conditions incorrectly, or deciding to make an example out of you and going over the house with a fine tooth comb.
