The issue I'm running into is on the surface it looks like the houses are either in great shape (i.e. won't allow me to pull out a lot cash during the BRRRR) or the houses are so run down that I wouldn't be able to use my VA Loan.I feel like it's still worth buying a place and renting the rooms as opposed to throwing my money away on a cheap apartment for myself.

I've been reading that all surfaces should be cleaned after fogging since it's poisonous.I do require professional carpet cleaning on move-out, and proof of it with a receipt.Should I let tenant know they are required to use a professional exterminator service in the house & yard?

It may indeed crack, but the LVP floor on top of it is a floating  floor (assuming you don't glue it) so it should nicely span any subsequent cracks in the leveling cement without creating any problems for the walking surface of the floor.

k-There were two visible water issues under the bathroom (1 under the sink one under the toilet) - The plumbing looks like poly (below is a picture of the Waterheater - does anyone have an idea if that is Poly and if So how much it would be to replace it in a house like that)5k-original roof but looks fine no visible roof leaks (very simple roof structure and small surface - don't know how realistic my estimate is?)
