Gas stations and laundry mats definitely have added environmental risks so a Phase 1 is absolutely necessary and Michael is right, a bank will require it.

I have a portfolio policy that if my return on equity drops below 11% consistently, I will either sell or refinance (strap on more debt and cash out.) 

However, you could tell them that they have $XX amount of credit at the laundry mat to use, and then have an account set up at the laudry mat where you are billed directly. 

But they STARTED by having decent incomes from their day jobs, THAT was the first boot-strap they pulled up on.
