An earlier post mentioned the fine for discharging refrigerant into the atmosphere; although you might not get caught, see link for some examples of enforcement:https://www.epa.gov/ozone-layer-protection/enforce...And intimate knowledge of electronics is not the same as intimate knowledge of the NEC - if you said you had the latter, doing your own wiring and breaker panel work would certainly make more sense.Where I am located, the electric power company will not turn power on for a building that had service disconnected for some long time without first having an independent third party electrical inspector sending paperwork to the electric company stating that the service line and existing meter and panel is safe - so this might be something you would want to become familiar with in case your electric company has a similar requirement.

If your house was cooling before then it should still be capable of cooling the house.I have a hand full of Mill houses with next to no insulation and single pane windows and a 2 ton unit can properly cool a 2 bed 1000 sq ft house.Insulation in the attic should help but your exterior walls still probably have no insulation.

The inspector recommended that a licensed electrician fully evaluate the electric panel and replace the panel as necessary.The 30A circuit at the main panel is run to 20A wire in the junction box above the panel.
