What you are proposing is no "comingling" of funds, which is not allowed, but an actual transaction between your IRA and yourself in the form of a loan.

Then propose one of the solutions above: simple owner financing (he will issue you a mortgage note and you would get title to the property,) "subject to", where you will get on title and leave the mortgage in his name and keep making payments, or "lease option", where you enter a contract to lease the property with the option to buy it in the future (you can sell it or buy it out.)

@Aaron Klatt I am by no means an expert in Reno so I can't honesty comment on which has more growth but last numbers I heard for Vegas was over $30 Billion in on-going and proposed projects expected to break ground.

A "mold inspector" is qualified to use the word and a mold remediation company is qualified to clean it up.Instead of hiring someone qualified to determine the scope of the problem, the proposed solution is to grab a bunch of other non qualified people (the HOA and neighbors) and have them provide resources to determine if.... wet spot in one unit = Life damaging problem.My solution is to hire a qualified mold inspector that he pays for.
