I'm in the process of reading the 7 habits of highly effective people, think and grow rich, and how to win friends and influence people.

With the lack of properties now, many will be very interested in partnering with you under terms you could strongly influence, if you come through with viable properties.

It's economy is actually pretty steady, it is not as impacted as much by outside influences, low price point for homes, 60% rent market, local, population has increased steadily along with income (follows inflation).  

The quality of the tenant is influenced by the area, but comes from you and your screening process.

Great way to get in front of people relocating to Utah from out of state as well as locals.Putting up flyers in laundrymats, major employers in the area (example Weber State), hospitals. word of mouth/social media - letting everyone in your sphere of influence (family, friends, neighbors) know the place is for rent.

The big influence there is the rate of interest being paid and how much cash flow nets down to the owner instead of going to the lender.  

So my inference above being federal mandate is not correct our situations would have been influenced by local rulings.
