Apparently they can deny the offer and take the money and just apply it to the balance he owes them and not let the lien go?

If a certain home is still behind for more than a year, the homeowners will be denied access NOT to their properties, but to the driveway/road even if it's by foot (so the homeowners still can access with other methods such as teleportation or flying, it may sound silly) until they can pay their dues or agree to a payment plan that we offered.

@David Krulac  I had an HOA board once deny my tenant a request for a wheelchair ramp even though she submitted doctor's notes about her disability as they said it didn't conform to their HOA rules.

If that is what the market holds, yes but, if the market in the area is 90 days, and the REO stigma is minimal, denying a short sale at a 20% discount, taking the property into REO and preparing it for open market.
