My main issue is someone else dictating that what I am charging is "unreasonable" and that is just crazy talk because I don't sit here and talk about what they charge.

Tenants complain, for sure, but I have also noticed my newer tenants all seem to be complaining more, not for actual broken things, just that they are not up to some, mostly unreasonable, standard they have. 

The inference is that I, by opposing these regulations, am unreasonable.

You could make some concessions like the other suggestions in the thread if you're concerned it will still be vacant a month from now.Something else to consider - I have rarely had tenants start off awkward and unreasonable but later turn out to be great residents.
