There are ways to waterproof concrete like xypex that can be added to concrete in the plant or a topical mortar applied after concrete is cured.

You will find that most borrowers will have their heads firmly planted in the sand until an event like foreclosure is eminent then they respond. 

I forgot to include that I don't want to buy houses anywhere that has state/city income tax and I also don't want to buy in an area that is totally reliant on one company or one industry, such as a town where almost everyone works at a single manufacturing plant or a town that relies on a single industry such as oil.  

Those larger plant in the ground old style signs are so hard to get in and out.

If you are looking for a professional to recommend areas and point out values, recommend lenders, bring up a new shopping center in the area or new manufacturing plant coming in then just keep mental track of how much you are working them vs what they are making off of your deals.
