automatic stay after chapter 7 BK

Picked up NP Second. Borrower Discharged from BK-7 in 2014 in NJ. UPB $57K . Started servicing with FCI. They indicated to me that I cannot contact the borrower because of the BK by law. They recommended Notice of Default to encourage borrower to contact us to discuss options to pay UPB. From what I understand the Automatic Stay doesn't allow creditors to be contacted during BK but I did not know that it applied after BK. Would rather contact borrower to determine intentions without the "big FC" first. Please advise or make comments.
