This leads to me to think there would be a good amount of Lonnie deals around and maybe I haven't dug deep enough but the majority of homes in my area seem to be selling for $15k, $20k, up to $50k.

My guess is the owner has this relative that is the tenant, and the tenant is a spendthrift or deadbeat; so the owner is hoping to be relieved of the problem house, and still have housing provided for the deadbeat relative (but this owner no longer wants to be the housing provider).

I'd suggest, unless you have deep pockets, to start smaller, a 4 plex owner occupied can go to FHA as a first time home buyer, a tri-plex or duplex.
