I encourage landlords to charge both if allowed by state law:  you add a little to your pocket, but you give the tenant an incentive to prevent and/or repair damages themselves to get their deposit back.

I have ran into countless issues that are extremely difficult to clear, costly or makes a deal fall through that all could have been prevented if you got Title Insurance.You become liable for anything on Title against the property or prior owners.

The question I would be asking myself is why they are preventing the inspection.

The prevents people who forget to shut their tstats off in the summer from using heat when a night dips below 70.

To prevent the infestation of rodents and insects, Tenants must remove any collected trash and food waste from the Premise at least once a week.

I do that and keep it saved on a cloud server to prevent loss of records.
