The only other reason for a dock would be aesthetics and fishing, which I think would add marginal value at best.

I'll weigh in with my non-legal advice and say that you'll need to dig into your HOA bylaws to determine how formal HOA violations are addressed and, specifically, how they are to be appealed.

I am strictly buy and hold; anything I buy today has to be really appealing-not going to gamble on any dogs or overpriced queens at this stage of the market-and certainly not counting on any appreciation for the next while.

I’m renovating the property to make it more appeal to potential better tenants. 

Certain buildings will tend to appeal to other types of tenants; professionals would be interested in different things that retail businesses, etc.What amenities are important to you? 

I am going to be targeting families for my rental, so it should definitely have items that appeal to children.

The idea of being wealthy and my neighbors having no idea has an appeal to me, but I definitely want to help my children with their future.

But I am also witnessing as well as organizing a newer more scalable model providing for a more cloud-based, remote, less-than-full service--model that is appealing for a large amount of investors and property owners who are interested in receiving many of the traditional services (rent collection, bookkeeping, leasing, noticing, maintenance coordination, answering phones, etc.) but who would be willing to pay about 1/2 the monthly fee in exchange for participating by physically being present to allow access, showings, servicing notices, etc.

He's saying this insane stuff because it works for that despot in the Phillipines, and he thinks that appeals to his nutcase base.
