A bank would have demanded that all 3 issues be resolved before lending me money -- I could have probably forced the seller to pay for most of the resolution.

In the conglomerate garbage known as Cap and Trade, there is a provision under HR 2454(house resolution) which has already passed, that will require anyone selling a home to have a license.
